The Chinese filling station market is dominated by state-owned enterprises represented by CNPC, Sinopec and CNOOC, which held a combined market share of approximately 52% in 2018, followed by private firms with 45% share and foreign companies less than 3% share.
以中石油 (CNPC)、中石化(Sinopec)和中海油(CNOOC)为代表的国有企业,主导着中国的加油站市场。2018年,这三家企业的市场份额加起来约为52%,其次是民营企业,占45%的市场份额,外资企业的市场份额不足3%。
In June 2018, regulations limiting the access of foreign retailers to the market were dropped. Before that, any chain with more than 30 sites would need to have shares controlled by a Chinese enterprise.

The move opened the door to major foreign fuel companies to one of the world’s biggest markets. Shell is keen to operate 2,200 more filling stations in China by 2025; BP wants to add 1,000 filling stations in China over the next five years; Exxon Mobil and Total will follow suit and make their forays into the Chinese retailing market rapidly.

Shell’s chinese subsidiary Shell (Zhejiang) Petroleum Trading has received a license to trade refined oil products in the Asian country, reports Caixin.
据财经新闻报道,壳牌中国集团的全资子公司——壳牌(浙江)石油贸易公司,已取得中国成品油经营许可证。
Shell will now be able to independently trade oil products in China’s domestic wholesale oil market – a sign of China’s new openness to foreign investment in the fuel industry. In July, the government scrapped a limit on foreign ownership in gas station joint ventures and a limit on the number of stations foreign investors can operate.

The subsidiary of the oil giant is the first wholly foreign-owned company to win such a license for the wholesale market. Royal Dutch Shell PLC is planning to increase its fuelling network in China from today’s 1,300 sites to around 3,500 by 2025 with new regulations set to expand foreign ownership in the Asian giant.

"Shell is already the leading international oil retailer in China, running 1,300 sites via strategic joint ventures and two wholly owned companies, and we aspire to triple the size of our network by 2025," said John Abbott, downstream director, Royal Dutch Shell, according to China Daily.

BP希望在5年内新增1000个网点
The new store is the first in China to reflect BP’s new look and feel, and marks the start of its plan to add 1,000 new sites across China over the next five years.

Opened in the Huaiyin district of Jinan city, the station boasts a new refuelling experience with BP’s Ultimate fuels. The new site will offer made-to-order Wild Bean Coffee delivered to the car, free WIFI and all the benefits linked to a multi-partner loyalty program with China Resources Networks (CRT), which covers over 6,000 merchants across the country.

This new location will be BP’s first retail site in China offering fast charging for electric vehicles and participating in BP Target Neutral programme to deliver a carbon-neutral operation.

BP is currently working with China National Petroleum Corporation (CNPC) and China Petroleum & Chemical Corporation (Sinopec) to operate over 740 dual-branded retail stations in Guangdong and Zhejiang provinces respectively.

China is also modernizing its service stations in order to meet modern demands. The prevalence of the model ‘filling station + convenience store + charging station’ has seen a blossom in collaborations between different sectors.

In addition, private firms such as Shandong Dongming Petrochemical Group as well as state-owned enterprises like Sinochem Oil have expressed an interest in increasing the number of stations or developing franchised ones. By 2025 it is expected that there will be a total increase of nearly 30,000 sites.
此外,山东东明石化集团(Shandong Dongming Petrochemical Group)等民营企业,还有中化石油(Sinochem Oil)等国有企业,都表示对增加加油站数量或开发特许经营加油站感兴趣。预计到2025年,网站总数将增加近3万个。
With 10 million natural gas-powered vehicles currently on Chinese roads, LNG and CNG fillings stations have been rapidly growing. A number of expansion policies for this sector will the current network of stations mushroom in China, reaching some 20,000 in 2025.
